Prima dell’epoca fascista i paesi e le città erano dirette dai sindaci, poi, dal 1925 , il Partito Fascista ordinò di sostituire i sindaci con i podestà, indicati direttamente dal governo centrale. Dopo la fine della 2° guerra
mondiale vi furono nuovamente le elezioni e si tornò ai sindaci. Qui di seguito elenchiamo i vari sindaci e podestà succedutesi dal 1915 al 2005.

Before the fascist era, the villages and towns were led by mayors.  Then, in 1922, the Fascist Party ordered that the position of mayor be replaced by what was referred to as a Podestà, chosen directly by the central government.  After the end of the Second World War, elections occurred once again and the position of mayor was brought back. We list below the various people who have held these roles between 1915 to 2005.

Nei due anni dopoguerra, dal giugno del 1944 al metà del 1946, si sono succeduti tre commissari.  Il primo commissario, Quirino de Laurentiis, era stato nominato dagli alleati.  Lui ebbe il compito di sovrintendere allo sgombero delle macerie, ma lo portò avanti solo per tre-quattro mesi.  Poi si dimise, anche perché lui aveva molte attività già di suo, il frantoio, il mulino e la gestione della corrente elettrica.  A lui successe Antonio Porreca di pilucche, dal novembre del 1944 sino a settembre del 1945.  Lui era un commerciante di vini e oli con un negozio sul Corso.  Quindi arrivò Antonio Di Iorio di lu banne, maestro di scuola elementare (vedi foto sotto).  Durò sino al giugno del 1946 quando si fecero le prime due elezioni:  quelle amministrative ed a Torricella fu eletto Antonio Teti di fidiriche, e quelle del Referendum Monarchia-Repubblica in cui vinse la Repubblica.

In the two years after the war, from June of 1944 till mid-1946, there were three commissioners.  The first commissioner, Quirino de Laurentiis, was appointed by the Allies.  He was in charge of clearing out the rubble, but he kept the position for only 3 or 4 months.  He resigned because he was already very busy with his own affairs, the management of the oil mill, flour mill and the supply of electrical current.  He was followed by Antonio Porreca di pilucche, from November of 1944 till September of 1945.  He was an oil and wine merchant with a shop on the Corso (main street).  He was followed by Antonio Di Iorio di lu banne, an elementary school teacher (see photo below).  He remained in the position till June of 1946.  That is when the first two elections were held, the administrative elections which resulted in Antonio Teti di fidiriche becoming mayor and the Monarchy-Republican Referendum which resulted in Italy becoming a republic.

Durò in carica dal 1951 al 1956.
Nelle elezioni del 1956 fù rieletto, ma dopo 3 anni una parte della sua maggioranza si distaccò e confluì nella Democrazia Cristiana. Nel 1959 ci furono le elezioni anticipate e fù eletto Nicola Rotondo.In 1951 Domenico Testa, Surveyor, was elected.

He held office from 1951 to 1956.
In the 1956 elections he was re-elected, but after 3 years some of his majority members split from him and joined instead the Christian Democrats. In 1959 early elections were held and Nicola Rotondo was elected.

Nel 1963 fu rieletto e siccome nel 1964 fu eletto anche nel Consiglio Provinciale lasciò la poltrona di sindaco a Mario Di Fabrizio.Nicola Rotondo, Surveyor, Member of the Christian Democrats, held office from 1959 to 1963.
In 1963 he was re-elected and since in 1964 he was also elected to the Provincial Council, he left the chair of Mayor to Mario Di Fabrizio.

Nicola Ficca (di muscone) , professore di Educazione Fisica alle scuole medie di Torricella,
della Democrazia Cristiana di cui era segretario politico della locale sezione.
Durò in carica dal 1972 al 1978, un anno in più perché il governo indicò a tutti i comuni d’Italia di mettere le elezioni comunali tutti lo stesso giorno.At the 1972 elections, Nicola Ficca (di muscone), was elected Mayor.
Teacher of Physical Education at the Middle Schools in Torricella ,
Member of the Christian Democrats, of which he was Political Secretary of the Local Section.
He held office from 1972 to 1978, one year extra because the government had instructed all the towns in Italy to hold their elections on the same day.
 

 

Nel 1978 vi furono nuove elezioni e fu proclamato sindaco per la terza volta
Nicola Rotondo, il quale durò in carica dal 1978 al 1983.In 1978 there were new elections and Nicola Rotondo was proclaimed 
Mayor for the third time; he held office from 1978 to 1983

 

Alle elezioni del 1983 ci fu un cambio di tendenza politica
E fu eletto sindaco
Mario Martinelli, Ingegnere, del Partito Comunista
a capo di una coalizione fra il Partito Comunista
ed il Partito Socialista
Durò in carica dal 1983 al 1988.

Nel 1988 fu rieletto e durò in carica solo due anni sino
al 1990, perché gli uomini del Partito Socialista
si distaccarono dalla maggioranza e
si allearono con la Democrazia CristianaAt the 1983 elections there was a change in political leanings and
Mario Martinelli was elected mayor. Engineer, Member of the Communist Party, he headed a coalition of the Communist Party and the Socialist Party.
He held office from 1983 to 1988.In 1988 he was re-elected but held office for just two years until 1990, because the men of the Socialist Party split from the majority and allied themselves with the Christian Democrats.

 

 

1990 vi furono elezioni anticipate e fu eletto Davide Piccoli, geometra, della Democrazia Cristiana a capo di una coalizione fra la Democrazia Cristiana e il Partito Socialista. Durò in carica dal 1990 al 1995 e alle successive elezioni fu rieletto per altri cinque anni sino al 2000.

In 1990, elections were held early and Davide Piccoli was elected. Surveyor, member of the Christian Democrats, he headed a coalition between the Christian Democrats and the Socialist Party. He held office from 1990 to 1995 and at the next elections he was elected for a further five years until 2000.

 

Alle elezioni del 2000 fu eletto Graziano Zacchigna, geometra, a capo di una coalizione di centro destra.  Era in carica dal 2000 al 2005.  Ad aprile del 2005 è stato nuovamente eletto ed è rimasto sindaco di Torricella fino a luglio 2006.

At the elections in 2000 Graziano Zacchigna was elected. A surveyor, he led a coalition of the centre right. He held office from 2000 to 2005.  He was reelected in April 2005 and remained mayor until July 2006.

In Italian cities during the 13th -15th Centuries, a magistrate who led the citizens of the town, who had both jurisdictional and military power; usually he was a “foreigner” (i.e. not from that town) and held the position for only a short period. 2. during the fascist period, the head of the Communal Administration, nominated by the government’s authority.
